"cents" local Cover March 25, 1940

This cover was mailed within Buenos Aires. It bears two singles of the 4cGR1E, a horizontal pair of the 8c1E, and a single 12cR1E. The stamps, shown below, were postmarked in RIO GALLEGOS, S.C. (the capital of the province of Santa Cruz). The 36 centavos usage is puzzling, and most likely philatelic. Below is a detail showing the stamps.
The marking on the back of this cover, shown below, is similar to a marking found on some common "cents" stamps. This marking was used by the city mails within Buenos Aires, although for an unspecified purpose.
