"cents" Cover to Chile September, 1939

Although not mailed to Europe, this cover was mailed during the outbreak of war in Europe. Mail within Latin American countries was not censored throughout the course of World War II. The cover bears 35 centavos in postage. It is difficult to determine if this is a philatelic cover, since it does satisfy a specific rate: 20 centavos ship rate, and a 15 centavos registry charge.
