"cents" Cover to California, U.S.A. March 28, 1938

This cover was mailed to California, U.S.A. 16 days after Nazi Germany annexed Austria. It is difficult to determine if this is a philatelic cover, since it does satisfy a specific rate: 20 centavos ship rate and 15 centavos registry charge.
